Salted earth is an actual war tactic. When you defeat a country, you literally put salt in their fertile land and sow. Then the land become barren. They cannot grow anything there again. Thus the defeated civilization will never rise again. This is what Romans (allegedly) did to Carthage.
In modern ideological debates, salted earth policy is when one party demands the utter destruction of the other party and then putting in provisions so that no semblance of the crushed party can ever come back again.

And Anthare people clearly run on the “Abolish SAITM” (or nationalize) policy.

THAT, by definition, is a salted earth policy.
